Goal

Oracle Communications SAFfire 3.1 is in use, creating an applications which invokes the dynamic configuration functionality to add a new service group that contains four service units, and each service unit contains one component. When the application is executed it successfully creates the service group, each service unit, and each service instance. However, when it attempts to apply changes by invoking the saImmOmCcbApply_3 function after the first component and CSI are created, the function always fails with the return code of ‘20’ (bad operation). What does this error mean?
