CP Planning VMI View Shows Intransit Purchase Orders Which Have Already Been Received (Doc ID 1502546.1)

Symptoms

On : 12.1.3 version, Collections/Collab ODS Load in PROD

Users are on base install 12.1.3 with no VCP patching at this time. Supplier Facing VMI scenario. Users have noted a problem in the Planning tab for VMI items where two intransit PO shipments are showing up, however they have already been received and closed. There's also an existing intransit PO that has been collected via data collections and does show in the msc_sup_dem_entries, but this intransit PO does not show up in the Planning tab VMI view.

There's only one Purchase Order in msc_supplies for this item with plan_id = -1 (collected data)

B. However in table msc_sup_dem_entries there are 9 rows of data. They key rows are rows 2, 6 and 7

Row 2 - This is a PO intransit shipment for qty = 18135 - This PO has been received and should not show up here (not in msc_supplies table)
Row 6 - This is a PO intransit shipment for qty = 18135 - This PO has been received and should not show up here (not in msc_supplies table)
Row 7 - This is a PO intransit shipment for qty = 18135 - This PO has NOT been received and should show up here (IN msc_supplies table)

The last row 7 is in both msc_supplies and msc_sup_dem_entries and it should show in the Planning tab VMI view but it does not.

C. Users run data collections everyday with Collaboration ODS Load program so it's not clear why old entries are not being wiped out nor why the one correct record does not show up in CP

The issue can be reproduced at will with the following steps:
1. Run data collections with collaboration ods load included
2. Run VMI replenishment engine
3. Review results in CP Planning/VMI view
