Delegated Administrator 6.4, Rejects Valid Characters for Email Address (Doc ID 1502607.1)

When using the Delegated Administrator web interface to create or modify a user entry, and keying in the email address, the Delegated Administrator accepts only the following characters:

a-Z, A-Z, 0-9, '-', '_'

If we set the email address to contain other characters in the <USER> part (<USER>@<DOMAIN>), such as '!' or '#' (which are valid according to RFC 2822), and try to save changes, the Delegated Administrator rejects this with the following error:

  "Cannot create user - invalid email address".

This issue also affects the Delegated Administrator command-line interface (commadmin).
