[Objectel] - Upgrade / Downgrade Of Speed On Metro Ethernet Facilities Is Not Working Properly (Doc ID 1503370.1)

Symptoms

The issue is related to MetroEthernet technology, the "Maximum Capacity" usage and the Upgrade/Downgrade functionality

The "Maximum capacity" is not compatible with MetroEthernet Upgrade/Downgrade.

To reproduce the issue, please, follow the steps below:

1- Create a 100 Mbps MetroEthernet facility between two different ME ports. The Maximum Capacity needs to be 1000%.
2- Creates several MetroEthernet circuits of 10 Mbps, in order that the 100Mbs facility gets with with 500Mbs usage.
3- Now, try to upgrade one for these 10Mbps circuits up to 200Mpbs of speed.

Result: an error is raised. Objectel is validating against the original 100Mpbs facility and it is not considering the 1000% Maximum capacity. However, Objectel allows to ride more than 100Mbps over the original 1 (step 2).
