Increasing Number of Available Crews Does not Affect StormMan's ERT Calculation (Doc ID 1503751.1)

Symptoms

Increasing the number of available crews in Storm Management does not have an impact on the ERT(Estimated Restore Time)/ETR in specific areas.

After enabling STORM debug in JMService and rerunning a simulation in Storm Management, the JMService log contained several entries like this:
