PROBLEM
-------------
Sporadic problem with the inventory Supply/Demand screen.
This is RAC installed RDBMS
They will get message
CONC-TM-NO MANAGER DEFINED (APPLICATION=INV)(PROGRAM=INXDSD)(RESP_ID=50899)(RESP_APPL_ID=401)
When we check the concurrent manager definition and administer screen, there are not any problems with either.
Workshifts are 1 or 3 depending on how we have changed setups - they are 24 hours available and 15 seconds sleep.
1. During OWC, I saw this work, then tried again a few minutes later and it failed.
2. Did setups to logging and trace this via note 286755.1 and
- the restarted the INV RPC manager tried again and it worked...
- then tried again a few minutes later and it failed again.
SO
Checked Manager log and can only see activity when the process works.
Also checked the Internal Manager log and find many messages like

Could not contact Service Manager FNDSM_C7-A1-OA1-IPRD-86_CCIPRD. The TNS alias could not be located, the listener process on C7-A1-OA1-IPRD-86 could not be contacted, or the listener failed to spawn the Service Manager process.

STEPS
--------
try using the Inventory supply demand screen
-- INV: on hand-availability / Item Supply demand
Enter item and then press FIND button
get message when it does not work
When it works, it present new screen with all the supply/demand data.
This process runs on INV Remote Procedure Manager / INVTMRPM
This runs on single note and PCP is NOT setup for their instances.
EXPECTED BEHAVIOR

cannot depend on this process to complete.
