Metadata Restore Fails with '[667] Requested Operation Failed' (Doc ID 1504957.1)

In Oracle Financial Services Analytical Applications (OFSAA) infrastructure, when you try to use "Restore Metadata" in Unified Metadata Manager > Metadata Restore/Archive to import a T2T database extract, the restore fails and the following message pops up:

[667] Requested Operation Failed

Additionally, the Java Console contains the following error:

[Metadata Import Export]-URLhttp://servername:port/OFSAA/servlet/ExportImportServlet
[Metadata Import Export]-error message in initimport :[667] Requested Operation Failed
[Metadata Import Export]-Cancelling import...
[Metadata Import Export]-inside cancelImport of impoexpoutil
[Metadata Import Export]-id in cancel import :
[Metadata Import Export]-URLhttp://servername:port/OFSAA/servlet/ExportImportServlet
[Metadata Import Export]-cargo in cancel import :[S][ETL.FE_DEF.MSG_REQ_OP_FAILED]
[Metadata Import Export]-In handle next Validation for screen #0:false

Finally, the ImportExport.log located in the Tomcat/Weblogic/Websphere OFSAA log directory contains the following error:

Fri Oct 19 15:45:09 EDT 2012[IMPORT][IMPORT_EFIDTL_T2T_ECO_ATOMIC73]Fatal Error ... Could not create Directory /metadata/restore aborting....

The error prevents the T2T extract from being restored.
