All channel categories available to the channel are seen in infocenter. Even the ones that have no articles using them.
note: there is a feature request to not show categories with no articles - Bug 17488277 - Feature Req - add to tag call to only browse channel categories with articles
Sometimes when a non root category is added in Information Manager, it is not available on InfoCenter when clicking on the channel and the category entry that contains the new category.
