"Condition Not Active" Error When Attempting to Execute a "Remove Tag" Switching Step

Symptoms
Attempting to execute a step in Web Switching that removes a tag in a Switch Plan fails with one of these No Condition error dialogs:
No Condition: Condition 'Tag 1054' is not active.
No Condition: Condition 'Tag 1019' is not active. This could be because it was removed in error, or this step could have been created as a duplicate go-back. If so, delete this step and create a new go-back for the correct step that adds the tag.
