Bill's Mailing Address Modification Be Ignored If Email Address Is Not Change & When SA Activates Changes In START/STOP Address Revert To Old Value (Doc ID 1506083.1)

ACTUAL BEHAVIOR

In V2.3.1 version of Oracle Utilities Customer Care and Billing (CCB):

Issue 1.
If you update Bill's Mailing Address on Start/Stop page - Address/Phone tab, and in condition of "Bill Route Type = Postal AND Address Source = Person", the modification will be ignored if Email is not change.
Currently, the final bill's mailing address is coming from Person page, not from Start/Stop page, so that if Start/Stop page's Address update was not implemented on Person's page, the final bill's address modification will be ignored.

Issue 2.
During Start/Stop process addresses are being added/modified on the Address/Phone tab.
The Address Source is Person. When the SA activates, the addresses added/modified on this screen are not being carried forward to the Person screen and the changes themselves are reverted back to the old values.

EXPECTED BEHAVIOR

For Issue 1:
If you update Bill's Mailing Address on Start/Stop page - Address/Phone tab, and in condition of "Bill Route Type = Postal AND Address Source = Person", no matter Email address is changed or not, Bill's Mailing Address modification on Start/Stop page should be effective, and should be implemented on the final bill.

For Issue 2:
During Start/Stop process addresses are being added/modified on the Address/Phone tab, if one of the fields is not equal to the field of Person’s Address, update the Person’s Address with the values of Start Stop Address Source.
