After BRM DB Upgrade From 10g To 11g Pipeline Is Not Coming Up : ERR_CANNOT_OPEN_DATABASE (Doc ID 1506415.1)

Goal

On :  7.4.0.0.0 version, Pipeline Manager

After BRM DB upgrade from 10g to 11g, pipeline is not coming up. Below error is thrown on console:
