Table is Non-partitioned DB Error Encountered on MSC_APCC_ITEM_D When Applying VCP 12.1.3.8 Patch

Symptoms
When applying VCP 12.1.3.8 <Patch 14247039>, we get a database error stating that the MSC_APCC_ITEM_D table is non-partitioned:

Table Name is MSC_APCC_ITEM_D
Table exists in the target database
Checking for differences
Number of columns for the table in the xml file is 48
MSC_APCC_ITEM_D table is non-partitioned in db. Cannot convert a non-partitioned table to partitioned one.
