Error: Cannot submit concurrent request for program (Doc ID 1507748.1)

Symptoms

On : 12.1.3 version, Install/Configuration

When attempting to run plans in a newly installed instance (clone), the plans fail.
the following error occurs.

ERROR

Cannot submit concurrent request for program MSCNSWWL64

Check if the concurrent program is registered with Application Object
Library.

Check if you specified the correct application short name for your concurrent
program.

Check if the concurrent program is registered with Application Object Library.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Application.
2. Run ASCP Plan (or standard MRP plan)
  NAV: Advanced Supply Chain Planner (R) -> Supply Chain Plan -> Launch


NOTE - Issue can occur on any MSC or MRP concurrent process. 
This same issue has been reported for failures on snapshot for both ASCP plans and Standard MRP (MRC) plans calling out other concurrent programs like:

MRCMON and MRCEAP in the error message
