Customer Center PS14 Does Not Populate Account/Service Field For Account Created With No-Service Plan (Doc ID 1508498.1)

While using Customer Center PS14, and when trying to inactivate/activate an account, which was created with plan that has no service assigned, the drop-down menu "Account/Service" show null value which will result in the inability to change the account status.

This issue can be reproduced by using following steps:

1- Create dummy plan with no service or deal
2- Create account and purchase the dummy plan
3- Try to inactive the account.
