Outlook Connector Permission Denied When Accessing Shared Calendars That Were Previously Accessed Fine

Outlook Connector version 7.3-121 (patch 139162-16)
Users are seeing a "Permission denied" error when attempting to access a shared calendar, on calendars for which they do indeed have permission and have been able to access previously. Restarting Outlook doesn't seem to help. It seems that the Outlook profile is somehow negatively caching this (potentially transient) access problem and doesn't even try to access it again unless the user un-subscribes and re-subscribes to the calendar, which is quite annoying for the user.
When this error is reported to the user, Outlook is not even trying to connect to the calendar. Instead, it seems as if some internal state is set that makes Outlook think there are no permissions to access the shared calendar without even trying to access it.
