First Usage Was Not Behaving Properly for Multiple Products Granting Same Resource (Doc ID 1509160.1)

Symptoms

Issue:
There were multiple products granting same resource and all have validity start date as first usage. Ideally, on first usage, all resource buckets validity should have started, but currently validity was only set for the bucket from which resource was consumed.

Steps:

P1 and P2 - Products granting same resource X with validity start from first usage.
1. Create an account using plan having above products P1 and P2.
    For Product P1, configured for Resource X having Start Date as First Usage and End Date as 60 Days.
    For Product P2, configured for Resource X having Start Date as First Usage and End Date as 100 Days.
2. Different sub-balance buckets are created for X resource due to purchase of products.
3. Perform first usage so that resource is consumed and validity get set for the resources.

Actual Result:

Validity was only set for the bucket from which resource was consumed.

Expected Result:

Validity should be set for all sub-balance buckets with the first usage of resource.

Impact:

Functionality configured around "First usage" flag in price plans is not working properly.
