How To Populate Payload Tables When RPM is Configured in No-RIB Mode (Doc ID 1509949.1)

Goal

In version 13.2.5, with Oracle Retail Price Management (RPM) configured in 'No-Oracle Retail Integration Bus (RIB)' mode (i.e., RPM_SYSTEM_OPTIONS.PUBLISH_PRICE_EVENTS_TO_RIB is set to 0 and DELETE_STAGED_RIB_PAYLOAD in RPM.PROPERTIES is set to false):

When price events are created and approved, the price events change to 'Approved' status, but the payload tables such as RPM_PRICE_EVENT_PAYLOAD are not populated.  How can we resolve this issue?
