Service Missing in /event/billing/sub_bal_validity (Doc ID 1510387.1)

Symptoms

The service object is not getting populated in the /event/billing/sub_bal_validity object.

Steps:
- Configure product to grant resource and its validity start date should be configured as first usage.
- Purchase product.
- Perform usage (data or voice).
- Consume the resource through usage to set the validity of resource which is configured to be started on "first usage".

Actual Result:
/event/billing/sub_bal_validity object gets created due to first usage validity set, but it is created without any service object.

Expected Result:
Appropriate service should get populated in the /event/billing/sub_bal_validity.
