Point-Of-Service Client Downloads The IDDI Datasets From Server When There Is No New Data Available On the Server Thus Causing Delays When Client Starts up (Doc ID 1512380.1)

Symptoms

POS Client downloads the IDDI datasets from server when there is new data available on the server thus causing delays when client starts up.

Steps to reproduce:

1.  Have server generate the IDDI batch files
2.  Start client and it will download the files and import them
3.  Now without regenerating the batches on the server, restart the client.  At this point, client should not download the files since there is not a newer batch available to be processed
