Convergence Calendar Tab Broken - icsCalendarOwned Attribute Is Not Set

We create new users via the Delegated Administrator. When the new users log in, they are unable to access the calendar part of Convergence. Further inspection shows that, for these users, the icsCalendarOwned attribute does not get set for the user. If the attribute is added to the user's LDIF, then the user can access the calendar fine.
We are using Schema 1. The new users being created are in a hosted domain. We also have both several consumers and a master within our LDAP environment. Our hosted domains generally talk to one of the consumers.
We would like to find out why the icsCalendarOwned attribute is not getting set for any new user in this hosted domain.
