MRPFPDPN In Inventory Setup Planners, the Employee List of Values Not Showing All Employees (Doc ID 1513502.1)

Symptoms

On : 12.1.3 version, MRP User Interface.

ACTUAL BEHAVIOR
---------------
In the Planners form, when trying to choose Employee attribute from the List of Values (LOV), users are not seeing all the employee records they expected.  It appears that the LOV is being 'filtered' by the Operating Unit associated with the chosen Inventory organization.  But the planner records are Inventory Organization specific so there's no way to create a planner record with an employee that's not associated with the same Operating Unit as the chosen Inventory Organization

EXPECTED BEHAVIOR
-----------------------
LOV should shows employees in every OU in certain organization.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Inventory
2. Inventory>Setup>Planners
3. Choose LOV for Employee - some expected records not showing up
