Symptoms
On : 7.4.0.0.0 version, Core Billing
The purchase fee was not the overridden price given in the step 2 below. It was the amount being taken from product rate plan.
Steps to reproduce the issue :

1. Configure a product, where product Type : Subscription, event type : Product Purchase fee event.
2. Purchase product using PCM_OP_SUBSCRIPTION_PURCHASE_DEAL with future date, overridden price and status as active.
3. After some time, setting the purchase dates by calling PCM_OP_SUBSCRIPTION_SET_PRODINFO
4. Call the PCM_OP_SUBSCRIPTION_PURCHASE_FEES
