REC_ID From Account_nameinfo_t Is Being Kept As 0 After Applying Patch 14617569 For Account Migration (Doc ID 1513836.1)

Symptoms

After we migrate using the <Patch 14617569> and deploy the solution, the field REC_ID from account_nameinfo_t is being kept as 0.
This way, when we open the account into Customer Center, every field related to the account_nameinfo_t is as null.

We tried using the same XML with the cmt.jar before the patch and it's working fine there.
