FixedPosFields Setting Does Not Work In WIPEdit Plugin 12.0

Symptoms
The FixedPosFields setting in the wipedit.ini file no longer works.
The data entry bar does not appear when FixedPosFields is set to Yes but the function is still listed in the documentation.
Adding the following setting to the wipedit.ini file should cause a data entry bar to appear at the top of the WIPEdit plugin window and that bar is used for entering data in to all fields.
FixedPosFields = Yes
However, this setting has no effect.
