CiscoUniversalInterface Policy Does Not Configure 'speed' Cmd Even Though Router Supports It

Symptoms
While trying to configure the 'speed' command through a CiscoUniversalInterface policy, IPSA shows an error: Speed is not supported on Optical interface, only supports port negotiation.
While trying to configure the same command on router, it does support the command.
Changes
This is a new feature added to the CiscoUniversalInterface policy.
