CCSCD7=QRY PI Command Fails with ORA-01455 when EDR SEQUENCE_NUMBER > 2^31 (Doc ID 1515473.1)

Symptoms

The following PI command fails:
CCSCD7=QRY:MSISDN=<MSISDN>,SYNSTAMP=2012122007152094;

returns the following error:
CCSCD7=QRY:NACK:69-Error querying edrs for msisdn <MSISDN>,SYNSTAMP=2012122007152094;

PIprocess.log is showing the following errors:

Dec 20 03:30:07 PIprocess:2999(22394) Oracle=-1455 CCSCD7_oracle.pcc@616: SELECT * FROM (SELECT billing_engine_id, call_id, cdr_type, extra_info: ORA-01455: converting column overflows integer datatype
Dec 20 03:30:07 PIprocess:2999(22394) Error occurred running C function CCSCD7 in shared library PI_CCSCD7. Output is CCSCD7=QRY:NACK:69-Error querying edrs for msisdn <MSISDN>
