Memory Based Planner Fails With Error Could Not Load 64-bit Program MSCNPA64.exe (Doc ID 1515659.1)

Symptoms

On : 12.1.3 version, Install/Configuration

When attempting to run ASCP plan the Memory Based Planner ends with error and
the following error is noticed :

ERROR
-----------------------

Could not load program MSONWA64.exe:
rtld: 0712-001 Symbol lstlo was referenced
  from module /u54/uat2/apps/tech_st/10.1.2/lib/libnnz10.so(), but a runtime definition
        of the symbol was not found.
rtld: 0712-001 Symbol ssl_ModifyRenegotiationOptions was referenced
  from module /u54/uat2/apps/tech_st/10.1.2/lib/libnnz10.so(), but a runtime definition
        of the symbol was not found.
rtld: 0712-001 Symbol ssl_SetRenegotiationOptions was referenced
  from module /u54/uat2/apps/tech_st/10.1.2/lib/libnnz10.so(), but a runtime definition
        of the symbol was not found.
rtld: 0712-002 fatal error: exiting.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Responsibility > Advanced Supply Chain Planner.
2. Run a Plan and see that MBP errors out.
