After Upgrading to NCC Galaxy ccsChangeDaemon on SMS Node is Not Processing Data in ccs_pc_queue Table

It is noticed that number of rows in ccs_pc_queue table on the SMS nodes is growing. Normally the rows in this table are processed by ccsChangeDaemon, but apparently does not work.
