Compliance Rollup Scheduling Task Is Not Running Due to Incorrect Task Configuration (Doc ID 1518304.1)

Symptoms

Compliance Rollup Scheduling - rollups are not starting

Steps
The issue can be reproduced at will with the following steps:
1. Log into Java Client as admin user
2. Go to Admin-> Settings -> System setting->Product Governance & Compliance
3. Click Compliance Rollup Scheduling node
4. Set Rollup Time and Recurrence Pattern, click save

Nothing happen at the scheduled time even there is no entry in Task Monitor for the Scheduler.
