Pin_bill_accts Errors Out For Billinfos Having DOM 31

Symptoms
There are many billinfos having date of month (DOM) 31. These billinfos will be billed on the last day of the month. Considering the fact that September has only 30 days, these billinfos were supposed to be billed on Sep 30. However, these billinfos are not been billed, rather the ACTG_LAST_T and ACTG_NEXT_T are set as Sep 30. Also same values exists for LAST_BILL_T and NEXT_BILL_T.
