In the LODESTAR Adapter version 1.6.1, when an RDL is used to import an XML file and also output the XML to a directory, the output XML is stripped of the root element.

Scenario 1

The XML file contains to usage transactions (cuts). There are 2 Runtime Services that will process this file. The first Runtime Service uses an RDL to import that data into the Customer Database.
