Goal

How are Cyrillic characters displayed with the Classic Client when the client OS format is set to English?  Consider an implementation in which all hierarchy labels have been loaded with Russian (Cyrillic alphabet) characters.  When the Windows format is set to Russian (Control Panel -> Regional and Language Options is set to Russian), everything is displayed correctly in Russian.  However, when the Windows format is set for a non-Cyrillic language (e.g., English, German, Greek) then all hierarchy position labels appear as '?????'.   Additionally, when attempting to view any worksheet with measures on store level of the location hierarchy, an unexpected error often occurs during the Store selection in the wizard and the measures fail to display at all.
