Symptoms

On : 7.3.0 version, Technical

ACTUAL BEHAVIOR
---------------
Performance issues when is starting up the application server.
Customer had to increase the start timeout parameter in opmn.xml to 2400 , in order to avoid "time out while waiting for a managed process to start"
Most of the time is spent on Notes :
From collaborator.log:
2012-05-14 13:21:26,420 UTC OC4J Launcher DEBUG appserver.startup: NotesList()
2012-05-14 13:50:18,838 UTC OC4J Launcher DEBUG appserver.startup: m_groupsSecurityList.init()

EXPECTED BEHAVIOR
-----------------------
Customer expects the server restart to take maximum 5 minutes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. start up application server
It takes long.
Restart solved these issues.
Also, restart iAS cleans old sessions, renews cache, releases memory.
