Reauthorization Is Successful When Switching From Non-Currency to Currency Even If Balance Is 0 (Doc ID 1521529.1)

An user is providing some non currency resources for accounts which can be used for making voice calls.
When a voice call is on and when the non currency balance is over, switch over is happening from non currency balance to currency balance.
At that time, even if the currency balance is 0, authorization is getting successful, which in turn makes the account to continue the call and results in a positive balance.
