Reauthorization Is Successful When Switching From Non Currency To Currency Even If Balance Is 0

We are providing some non currency resource for accounts which can be used for making voice calls.
When a voice call is on and when the non currency balance is over, switch over is happening from non currency balance to currency balance.
At that time, even if currency balance is 0, authorization is getting successful, which in turn makes the account to continue the call and result in a positive balance.
