Why would the 'Planning Application' drop-down list not work?

Steps to Reproduce
====================
1. Login Demantra Collaborator Workbench
2. Click 'Planning Applications' drop down list
3. Nothing happens except there is a error message in the IE status bar
4. In the error message it says:
