'ORA-00001: unique constraint ' Causes Queue Buildups in EJournalImport in ORCO

In Oracle Retail Central Office (ORCO) , Ejournals get stuck in the EjournalImport queue when the following error is encountered while processing an Ejournal sent from ORPOS.
Steps to Reproduce:
1. Simulate a duplicate key exception for an EJournal Import in ORCO.
2. Observe in Central Office log that multiple attempts are made to save the Ejournal that causes the duplicate key exception, causing a queue build up, thus delaying processing of other Ejournals.
