Customer Center Paymethod Permission Set To Read Only Does Not Display Payment Method Details (Doc ID 1523931.1)

Symptoms

When setting the /customercenter/payments/paymethod permission in Permissioning Center to Read Only, the CSR with this permission cannot view the Payment Options window which displays details for the Payment Method such as Delivery Method, Name, Email Address, Address. They are only limited to see the Bill Unit, Payment Method, Parent Bill Unit to Pay and Responsible for Other Bill Units fields.

Steps to reproduce:
1. Login to Customer Center with CSR with /customercenter/payments/paymethod permission set to Read Only
2. Open a customer Account
3. Click on Payments tab
4. Cannot view details for the current Payment Method under the Billing Payment Method section (for Read/Write would perform Action -> Manage Payment Method)
