Customer cannot fetch caps for a device even though MIPSA registry is correct and caps file is in place

The customer was experiencing an issue for a particular device. Although the MIPSA registry entry looked to be correct, there were no capabilities for the device. Also when doing a discovery, the device would appear to run the discovery but no indication of "fetching capabilities" is seen in the discovery area in the bottom right hand pane of the UI.
