Missing 2 AVPs (Bearer-Control-Mode and Supported-Features) Causes CCR Terminate Message With "DIAMETER_BAD_ANSWER" (Doc ID 1524576.1)

PCEF (Policy Controller Enforcement Function) requires that in CCA (Credit Control Answer) –Initial message that sent from PCRF (OCPC - Oracle Communications Policy Controller) will include the following two AVPs:

  1. AVP: Bearer-Control-Mode(1023) l=16 f=VMP vnd=TGPP val=UE_NW(2)
  2. (AVP: Supported-Features(628) l=56 f=V-P vnd=TGPP

In case that 2 AVPs are missing, causing the immediate sending back of CCR (Credit Control Request) TERMINATION with Termination-Cause of "DIAMETER_BAD_ANSWER" From PCEF to PCRF. This causes the PDN gateway to not be able to process the request sent by PCRF properly.
