BRM Rollover Doesn't Modify Validity Of Sub Balance When Changing The Billing DOM (Doc ID 1526108.1)

Symptoms

If an account has a change of DOM and it has a plan with rollover (max 1 month), the unused minutes are not rolled over. But an event for rollover is created and the amount is correct (and for rollover correction too if there are delayed events after billing).
For example:
1) Account created on Aug 7th with DOM 7 with 3000 seconds free
2) DOM changed to 21 on Aug 21st
3) Billing on Sep 7th
Here it creates the /event/billing/cycle/rollover/monthly event but the sub-balance remains from Aug 7th to Sep 7th, instead of Aug 7th to Oct 7th.

Issue happens on BRM 7.3.1 with rollup patch 9864771 and many other patches.  Patch 13886525 is the latest.
