BRM Intermittently Fails to Create Payment Failure Events for Response from Paymentech (Doc ID 1526378.1)

Goal

On all versions of Oracle Communications Billing and Revenue Management (BRM), an issue occurs where payment failure events are occasionally not being created.  The corresponding charge event has "result=1" and the response file shows that Paymentech sent back a response for that transaction.

When analyzing these transactions, they have "VC=301" which means "Authorization network couldn't reach the issuing bank".

What the behavior should be for "VC=301"?

Should there be payment failure event for "VC=301"?
