Questions Regarding Jdeveloper and ADF on Production and Development Environment

Goal
Qn1: From our OSM installation guide, noticed the Oracle JDeveloper is only needed for test/non-production environments. As we are currently performing the build for OSM in our PRODUCTION environment, is ADF required for this environment?
In the installation guide, it says ADF is to be used in tandem with Oracle JDeveloper. So my understanding is that if JDev is not needed, then ADF should not be needed too.
Please also highlight to us if there are any issues if we omit ADF from PRODUCTION (if it's needed), or if we include ADF (if it's not needed)
Qn2:User have both UIM and OSM installed on the same virtual machine, and was wondering if they need two have two separate installations for ADF (one for UIM, one for OSM) or can they install ADF on a common location which is accessible by both UIM and OSM?
