Cannot Run Allocations After Upgrade on IBM - Fatal Error Unable to connect to Message Server (Doc ID 1527807.1)

Symptoms

After upgrading to Oracle Financial Services Profitability Management (PFT) 6.0.3 with OFSAA Infrastructure 7.3.2 on an IBM AIX server, you cannot run any Allocations.   They all fail to execute.  When you attempt to run an Allocation from the Command Line, the following error appears:

Oracle Error: [1017] - ORA-01017: invalid username/password; logon denied

Driver Function: drv_oci::Connect()

MB(AttachDB()) Error attaching to database:
Error(Oracle Financial Services Application error) (203085) No driver for handle number -1.

When you check for the messageserver process on the server, you see that the messageserver is not running.  When you try to start the messageserver from $FIC_DB_HOME/bin using the command "./messageserver", the following error appears:

As a result of the errors, users cannot run any Allocations.
