ORS v1 'Failed to open connection to database' Error After Resource Manager Upgrade On Linux (Doc ID 1528795.1)

Goal

We have attempted to upgrade the version of Resource Manager to 4.5.11 from 4.4.16 and the upgrade has failed. Prior to the upgrade RM was working correctly. What is the cause of the following errors?
