Unable To Create Users In Argus Console (Doc ID 1529365.1)

Symptoms

Getting the following error when saving a new user in Argus Console:

"Following exception has occurred. Database Error has occurred. Please contact your system administrator"

The following error is written in Argus Console Log file:

EnterpriseID: XXX ARGUS 7 SANDBOX 14-Feb-2013, 02:53:31:911, 11, UserId: xxxxxx, Exception DetailsMessage
ORA-01722: invalid number
ORA-06512: at "ARGUS_APP.PKG_CONSOLE_ACCMGMT", line 843

ORA-06512: at line 1
Stack Trace

Steps to Repeat:
1. Upgrade Argus Safety Database from 5.0.3.4 to 7.0.1
2. Log into Argus Safety Application
3. Go to Console|Access Management|Users
4. Click on Add new user
5. Enter all the required information
6. Save the user
7. Observe the error
