Attachment is Received as Part of the Message Instead of as an Attachment, Body Text is Garbled

Symptoms
An attachment is received as the body (or part of the body) of the message instead of as an attachment. The text in the body appears to be garbled.
The problem only seems to happen when using UWC (Communications Express) or Outlook (with or without Outlook Connector) to view the message.
Some mail clients, such as Thunderbird, are able to view the message without any issues.
