[OSM] Order Item Status For Order Item Which Is Not Having Any Component Function

Goal
On : 7.2.0 version, Process Integration Pack
The problem is for OSM OOTB behaviour, if i have 5 lines in Order Submission and from my Orchestration Plan, only 4 items gets decomposed, for the leftover order item, OSM will set the status to COMPLETE upon first UpdateSalesOrderEBM call.
The question is, is it possible to configure the order status for those which is not having any order component? User have tried to modify COM_OrderItemStateCompositionRule but looks like it doesn't help.
Is there anyway user can change the status into other status?
