Goal
Batch data load produces a failure message.
Performing batch data load for an out of study load produces a failure with the following output:

database charset = AL16UTF16.
local language = en_US.
global language = en_US.
copy is required = YES.
copy indicator = ~.

Fatal error: Out of Study Load failed due to error(s) detected in /oracle/psublogs/ocp/<datafile_name>.csv.
What is causing these errors? Is this a setup issue?
