There is a little bug in Oracle Utilities Customer Care and Billing (CCB) v.2.4.0 in the add customer contacts (using quick add). Where a user adds comments in the quick add portal – these are saved to the contact (in version 2.3.1) however, in version 2.4.0 these are not being saved
