EGRC 8.6.4: Test Connection Fails With 'no ocijdbc11 in java.library.path' If GRC DB Is Non-RAC and EBS is on RAC(Using Scan) (Doc ID 1532381.1)

When attempting to configure Datasource for EBS R12 running on RAC using SCAN , the test connection fails and the following error occurs in grc.log.

The issue can be reproduced at will with the following steps:
1. Install 8.6.4.
2. Login to Application.
3. Navigate to the Manage Application Data page and try to configure Datasource for EBS R12 running on RAC using SCAN as per instruction in Install guide.
4. Test connection fails and grc.log has errors.

The issue has the following business impact:
Due to this issue, users cannot configure datasource for EBS R12 running on RAC using SCAN.
